It does not address the root cause of unaffordable electricity rates.
Ontario consumers can afford to pay the spot price for electricity they consume.
They can even afford to pay the delivery charges, if levied on an equitable basis.
What they cannot afford is the global adjustment charge, the difference between the price the government promised to any particular electricity generating company and the “market price” of electricity.
