One of the conclusions noted in the Public Utilities Fortnightly article is that the reductions in peak consumption “have been realized even with a TOU rate that had modest differentials between peak and off-peak periods.” The Brattle Group believes that “[i]f the peak to off-peak price differentials were higher, there is every reason to expect that the reductions in peak demand would have been higher.”
